The 81st Texas Legislature

Tier One (National Research) Universities

House Bill 51, by House Higher Education Committee Chair Dan Branch, R-Dallas, provides that seven Texas institutions in addition to UT/Austin, Texas A&M/College Station and Rice University may compete for additional funding that may help them achieve "national research" recognition at some future date. The Legislature passed an appropriation of $680 million to fund the competition. The seven competing institutions are: Texas Tech University, University of Houston, University of North Texas, UT/Arlington UT/Dallas, UT/El Paso and UT/San Antonio. Sen. Judith Zaffirini, chair of the newly-developed Senate Higher Education Committee, spear-headed the bill in the Senate.
